Alabama Cannabis Coalition Backs JR Bowling for State Senate District 4

Endorsement cites his “courageous and principled stance” on cannabis and hemp

The Alabama Cannabis Coalition has endorsed JR Bowling for State Senate in District 4, citing his “courageous and principled stance” on cannabis and hemp. After more than a decade of campaigning for legal access to cannabis in Alabama, the group announced its full support for Bowling’s bid.

“JR Bowling represents the kind of leadership Alabama desperately needs — a leader who listens to the people, respects science, and stands up for personal freedom and the free market,” said H. Marty Schelper, founder of the Alabama Cannabis Coalition and president of Alabama Republicans Against Marijuana Prohibition.

The coalition sharply criticized Bowling’s opponent, State Senator Garlan Gudger Jr., for voting in favor of HB 445 (2025). According to the endorsement statement, Gudger’s support for the bill “dismantled” what Curry called “a federally legal Hemp Industry” and “decimated small businesses, farmers, and consumers across the state.”

HB 445, which Governor Kay Ivey signed into law in May 2025, introduces sweeping changes to Alabama’s hemp regulations. The law bans smokable hemp products, restricts THC content in consumables, imposes testing and labeling requirements, and gives regulatory authority to the state Alcoholic Beverage Control Board.

Almost immediately, the law drew backlash. Industry groups warned it could force many operations out of business, while legal challenges followed.

In its endorsement, the Alabama Cannabis Coalition renewed its commitment to Bowling’s campaign, calling him “a man of integrity, courage, and compassion.”

Industry watchers and political observers will be watching closely in the District 4, as it may hinge partly on voters’ attitudes toward the re-regulation of hemp in Alabama.
