Alabama's House Bill 333 (HB333), now Act 2025-375, has been signed into law, allowing municipalities to collaborate on establishing regional law enforcement training facilities. The legislation’s goal is to enhance training resources and foster inter-agency cooperation across the state.

HB333 permits two or more municipalities to form a regional law enforcement training facility Authority. This Authority is empowered to construct, maintain, and operate shared training centers, which may include indoor firing ranges.

Each Authority will be managed by a Board of Directors. Municipalities with populations over 20,000 are entitled to two board members, while smaller municipalities have one. Additionally, each municipality's Mayor serves on the board.

The Authority is granted various powers, including:

  • Acquiring and disposing of property.
  • Constructing and operating training facilities.
  • Issuing bonds and borrowing funds.
  • Hiring personnel, including a superintendent to manage the facility.

Facilities established under this law will prioritize training for law enforcement officers from participating municipalities. The Authority's obligations are solely its own and do not constitute debt for the participating municipalities. It also enjoys certain tax exemptions.

HB333 received unanimous support in the Alabama House, passing with a 102-0 vote. The bill was sponsored by State Representative David Faulkner (R-Rainbow City) and co-sponsored by Reps. Shaw, Sellers, and Datcher. The law is set to take effect on June 1, 2025.
