Veteran lawmaker Orr cites tax cuts, school funding gains, and local growth as he seeks another term in the Tennessee Valley

Alabama State Senator Arthur Orr (R-Decatur) has filed papers to seek a new term representing Senate District 3, which covers Morgan, Madison, and Limestone Counties.

“Every decision that I make as a legislator is based upon what is in the best interests of my district and the citizens and communities that I swore an oath to serve,” Orr said. “With a new term in the State Senate, we can continue cutting taxes, improving education, bringing road and bridge projects to our area, and creating even more jobs and opportunities in the heart of the Tennessee Valley.”

Orr serves as Chairman of the Senate Finance and Taxation Education Committee, where he oversees nearly $10 billion each year for K-12 schools, community colleges, and public universities. That funding has delivered record support for classrooms and stronger education results statewide, his announcement said.

During his current term, Orr supported a State income tax rebate that returned $150 for individuals and $300 for joint filers. He also sponsored legislation removing the State sales tax on diapers, baby formula, baby bottles, baby wipes, breast pumps, and maternity clothing to help families.

He played a key role in passing the largest tax cut in State history, which reduced the grocery sales tax from 4 percent to 2 percent and gave local governments the option to remove their own food taxes.

Orr also led the creation of the K-12 Capital Grant Program, which provided $179 million for school construction, security upgrades, and deferred maintenance. He sponsored the RAISE Act, replacing the long-standing school funding formula with a model designed to reflect the unique needs of each school system.

Other measures tied to his legislative record include the Move On When Ready program for dual enrollment, the Powering Growth Act to support rising energy demand, and legislation ending retirement benefits for educators convicted of sex crimes against minors.

Orr has helped secure major education and technology projects across North Alabama, including the Robotics Technology Park, the Alabama School of Cyber Technology and Engineering, and the Alabama Center for the Arts.

Outside the Legislature, Orr works as an Executive Vice President at Cook’s Pest Control in Decatur. Orr and his wife, Amy, have two children. The family attends Redeemer Presbyterian Church, where he serves as an elder and adult Sunday school teacher.
