MONTGOMERY, Ala. — The Christian Coalition of Alabama today called on the Alabama Legislature to pass House Bill 347 without delay, citing the legislation’s alignment with federal law, the Trump administration’s stated AI policy, and First Lady Melania Trump’s landmark advocacy for children’s safety online.

HB 347 addresses the rapid spread of sexually explicit digital material made possible by artificial intelligence — including content that victimizes children. The bill strengthens consumer protections, clarifies enforcement mechanisms, and ensures meaningful consequences for those who profit from or facilitate this harm. The law does not become optional simply because the tool is new.

ALIGNED WITH FEDERAL LAW AND THE TRUMP ADMINISTRATION

In May 2025, President Trump signed the Take It Down Act into law — the first federal statute criminalizing the nonconsensual publication of intimate images, including AI-generated deepfakes. First Lady Melania Trump championed the legislation as a cornerstone of her advocacy for children’s safety online. The Take It Down Act passed the United States House of Representatives 409 to 2 and the Senate unanimously. HB 347 mirrors and reinforces that federal framework at the state level.

Critically, when President Trump signed his December 2025 executive order establishing a national AI policy framework — an order that calls for limiting a patchwork of state AI regulations — his administration explicitly carved out child safety. State laws protecting children from AI-generated harm are not subject to federal preemption. They were exempted by design, with bipartisan agreement. HB 347 falls squarely within that protected category.

ALABAMA HAS LED BEFORE

In 2024, the Alabama Legislature unanimously passed the Alabama Child Protection Act, making Alabama one of the strongest states in the nation on AI-generated child sexual abuse material. HB 347 builds on that foundation. It is the next necessary step.

THIS IS NOT AN ANTI-INNOVATION BILL

The Christian Coalition of Alabama emphasizes that HB 347 is not an anti-innovation bill. Alabama welcomes technological advancement, and businesses across the state rely on digital tools to grow and compete. But innovation deployed to harm children is not innovation worth protecting. HB 347 draws a clear and necessary line — one that responsible technology companies should welcome, not resist.

A MORAL ISSUE, NOT A PARTISAN ONE

When Washington agrees on almost nothing, it agreed on protecting children from AI-generated exploitation. Alabama should finish the job at home. The Christian Coalition of Alabama urges every member of the Alabama Legislature to vote yes on HB 347. Our children are watching. So is the nation.
