Consumable Hemp Products Bill Signed

A bill to regulate consumable hemp products was signed by Alabama Governor Kay Ivey Wednesday morning, May 14.

The controversial bill had drawn fire from both proponents of consumable cannabinoids and their fierce opponents. The bill was also controversial in both Houses of the Legislature, passing the Senate by 19-13 and the House by 60-27-14.

The Alabama Cannabis Coalition and Alabama Vape and Hemp Association, supporters of hemp-derived products, called on the Governor to veto the bill.

The Alabama Policy Institute, a conservative Birmingham-based think tank and fierce opponent of consumables and medical cannabis, also called on the Governor to either veto the bill or return it to the Legislature.

For several days, the Governor had been “considering” HB445. Wednesday, her consideration led her to sign this contentious bill into law.

Given the disagreements from all sides of the issue, it’s likely that components of HB445 will return for consideration in the 2026 legislative session.
