MONTGOMERY, Ala. — February 17, 2026 — Focus on America is calling on Alabama Senators to vote NO on House Bill 67 (HB67)—legislation that has already passed the Alabama House and is now positioned for action in the Senate.
While HB67 includes a provision to cap the cost of Alabama’s statewide voter list at $1,000, Focus on America warns the bill’s restrictions on access and use move Alabama in the wrong direction—away from citizen oversight and toward tighter government control of voter-roll data.
What HB67 does—and why Focus on America says it must be stopped
HB67 amends Alabama’s voter list dissemination law (Section 17-4-38) and would:
- Cap the fee for an electronic voter list at $1,000.
- Restrict what information can be disseminated, including email addresses and telephone numbers, among other data fields.
- Limit election history provided to the last 10 election cycles in which a voter participated (as written in the introduced bill text).
- Make it “unlawful to sell or publish any portion of a voter list” or to use voter data maintained by the Secretary of State for commercial purposes, with limited statutory exceptions.
- Set an effective date of June 1, 2026.
Focus on America argues that Alabama should be expanding lawful access for public oversight—not narrowing it in ways that could chill watchdog work, independent analysis, and public-service transparency tools.
“Alabama should be freeing up lawful access to voter data for public oversight—not tightening restrictions that limit transparency and independent review,” said Susan Chipman, Focus on America.
“Our supermajority has once again chosen to limit information citizens need to expose wrongdoing in elections,” said Ann Eubank, Alabama Legislative Watchdogs.
Call to Action: Tell your Senator—VOTE NO on HB67
HB67 is moving. A Senate committee has advanced the bill, and it is now eligible for consideration by the full Senate. Now is the time to act.
