Health Freedom Alabama asks members to set 2027 agenda

Health Freedom Alabama is asking its members and supporters to help decide where the grassroots group should focus its efforts during the 2027 Alabama legislative session.

The organization has launched a short member survey aimed at identifying the health freedom issues its supporters consider most important. Responses are due by September 15, 2026.

Health Freedom Alabama says the survey should take about three minutes to complete.

“We're heading into a critical legislative window, and our time, talent, and treasure are finite, which means how we spend them matters more than ever,” Health Freedom Alabama President Stephanie Durnin said in the group's call to action.

“We refuse to guess which priorities matter most to you,” Durnin continued. “So we're not guessing, we're asking.”

The group says the results will do more than determine which bills and policy fights receive the most attention. Health Freedom Alabama plans to use the responses to demonstrate constituent support when lobbying lawmakers in Montgomery.

“Your answers sharpen our strategy, prove this movement runs on what members actually want, and, maybe most importantly, give us real numbers to put in front of legislators,” Durnin said.

“A vague sense that 'some Alabamians care' is easy for a legislator to brush aside. An exact count of members by county, is not,” she added.

Health Freedom Alabama grew out of the grassroots campaign to prohibit vaccine passports in Alabama during the COVID era. Senate Bill 267, which restricted government and private entities from requiring proof of COVID-19 vaccination in many circumstances, was signed into law in May 2021. The organization says its broader mission is to protect parental and individual rights in health care decisions through public education, grassroots activism and work with state lawmakers.

Since then, the organization has become a regular presence in Alabama's legislative process. In recent sessions, the group has backed legislation dealing with vaccine mandates, parental consent, religious exemptions and other health freedom issues. It also supported Alabama's ban on the manufacture and sale of cultivated meat.

One of the group's major priorities during the 2026 session was HB12, the Conscientious Right to Refuse Act. The measure sought to establish broad protections for Alabamians who refuse certain medical interventions, including vaccines and face masks. Health Freedom Alabama argued that State law still lacked adequate safeguards against a return of COVID-era mandates.

The group has also been active outside the State House.

Health Freedom Alabama challenged fees charged by the Mobile County Health Department to families seeking religious exemptions from school vaccination requirements. The department ultimately stopped charging the fee and agreed to issue refunds. HFA later pressed Jefferson County health officials over a similar fee.

Those fights reflect the group's stated mission of “protecting and strengthening parental and human rights regarding healthcare decisions in Alabama.” Health Freedom Alabama describes itself as an organization that seeks to educate and mobilize citizens while working directly with State lawmakers.

The new survey suggests that its 2027 agenda has not yet been set in stone. Instead, Durnin says the organization wants its membership to determine where its limited resources can have the greatest impact.

“That's the case only you can make for us,” Durnin said, urging supporters to participate.

Health Freedom Alabama is asking for all responses by September 15, allowing the organization to “lock in our priorities before the next push.”

“It only takes three minutes,” Durnin said, “and right now, it's one of the most important things you can do for us.”
