Jefferson County Citizens Coalition Backs Juandalynn Givan for Birmingham Mayor
“It’s time for a change.”— JCCC President Earl Hilliard

The Jefferson County Citizens Coalition (JCCC) has thrown its support behind State Representative Juandalynn Givan for Mayor of Birmingham. This marks the first time the Coalition has ever placed a woman at the top of its ticket. It also breaks from tradition: in past elections, the group has consistently endorsed incumbents.
Representative Givan, who has represented District 60 in the Alabama House of Representatives since 2010, said in January she joined the Mayor’s race because the City needs a fresh start.
At her formal campaign launch on January 1, Givan stood before images of the 151 homicide victims recorded in 2024 and issued a clear call for renewal. “It is time for change,” Givan said. “It is time for rejuvenation. It is time for revitalization but most of all it is time to stop the mass killings and shootings that are overtaking our streets and permeating through not just one neighborhood. It is permeating through every neighborhood in the city of Birmingham,”
Givan’s campaign platform outlines several major initiatives:
- Taking It to the Streets: Repairing and resurfacing roads, with immediate focus on fixing potholes
- Operation 122: A bold plan to clean all 99 neighborhoods and 23 communities within 122 days of taking office
- Friends in Transition: Addressing homelessness by dismantling tent camps and securing stable housing options
- Additional goals include improved public transit, downtown revitalization, youth and workforce development, and stronger community safety programs
“I am deeply honored to receive the endorsement of the Jefferson County Citizens Coalition,” Givan said. “This moment is not just about me — it’s about the people of Birmingham who are ready for progress, accountability, and a vision that lifts up every neighborhood. Together, we can make Birmingham a city of opportunity for all.”
JCCC President Earl Hilliard, without shifting his gaze from current challenges, spoke plainly in the endorsement statement from the Givan campaign: “There has been nearly 1,000 homicides over the last eight years, our neighborhoods are deteriorating, and the streets are in shambles. It’s time for a change.”
The upcoming mayoral election is scheduled for August 26, 2025, with a runoff to follow on October 7 if needed. Givan faces a range of opponents, including incumbent Mayor Randall Woodfin, Lashunda Scales and others in a diverse field.
