On May 14, 2025, the U.S. House of Representatives passed the Law Enforcement Officer Safety (LEOSA) Reform Act (H.R. 2243) with a 229–193 vote. U.S. Representative Barry Moore (R-AL1) voted in favor of the bill, which broadens concealed carry rights for qualified active and retired law enforcement officers.

The LEOSA Reform Act amends existing federal laws to allow these officers to carry concealed firearms in previously restricted areas, including school zones, national parks, certain federal facilities, and public transportation systems. Under current law, such areas are generally off-limits to concealed carry, even for law enforcement personnel.

"The LEOSA Reform Act allows qualified active or retired law enforcement officers to carry a concealed firearm in national parks, school zones, public transportation, and some federal facilities that are open to the public," Moore said. "Biden's open border policies led to rising crime in our communities. Allowing qualified off-duty or retired law enforcement officers to carry concealed firearms will keep people safe by enabling officers to respond quickly to address any threat in public spaces."

The bill was introduced by Rep. Don Bacon (R-NE) and Rep. Henry Cuellar (D-TX) and has garnered bipartisan support. Proponents argue that the legislation enhances public safety by enabling trained law enforcement professionals to respond swiftly to threats, even when off duty.

The LEOSA Reform Act has faced opposition from groups such as the National Education Association (NEA), which believes that increasing the number of firearms in sensitive areas like schools and public transportation does not necessarily lead to greater safety. The NEA has urged lawmakers to vote against the bill, expressing concerns about the potential risks associated with expanded concealed carry rights.

With House approval secured, the LEOSA Reform Act now moves to the Senate for consideration. If enacted, the law would represent a significant shift in federal policy regarding concealed firearms and law enforcement authority.
