Moore Introduces LABEL Act on Abortion Drug Oversight

Rep. Barry Moore’s new bill would require abortion drug labels to identify prescribers and dispensers, aiming to boost safety and accountability.

U.S. Representative Barry Moore (R-AL1) has introduced the Linking Abortion-drug Batches for Enforcement and Liability (LABEL) Act. The legislation would hold prescribers and dispensers of abortion-inducing drugs accountable by ensuring required labeling and transparency.

Moore says the bill is a direct response to recent State laws—such as California’s Assembly Bill 260 and similar measures in New York—that allow doctors and pharmacies to omit identifying information from the labels of abortion medication. He argues that such policies “effectively shield those involved in chemical abortions from legal responsibility, undermining both patient safety and the rule of law.”

“There are two truths here,” Moore stated. “Abortion drugs end the life of a child, but can also cause injury or death to the women using them. This legislation is about transparency, accountability, and protecting women and children. If a doctor or pharmacy dispenses abortion drugs that cause harm to the patient, her family deserves to know who was responsible. No one in the medical community should be allowed to hide behind anonymous prescriptions.”

Under the LABEL Act, abortion-inducing drugs would be deemed “misbranded” unless their labels clearly include (1) the name and address of the dispenser, and (2) the name of the prescriber. The bill also would override conflicting state laws, establishing a national standard for abortion drug labeling. Further, it authorises the Food and Drug Administration (FDA), in coordination with the United States Department of Justice (DOJ), to enforce penalties for violations of federal labeling rules.

Advocates note that chemical abortions now make up more than half of all abortions in the United States. Moore’s bill is not only as a pro-life measure, but also a women’s-health and public-safety protection effort.

The legislation is cosponsored by Representatives Harriet Hageman (WY-At Large), Mary Miller (IL15), John McGuire (VA5), Andy Harris (MD1), Gary Palmer (R-AL6), Andrew Clyde (GA9), and August Pfluger (TX11). The advocacy group Students for Life Action has also endorsed the measure.
