Rep. Barry Moore Backs Bill Targeting China in U.S. Fentanyl Fight

U.S. Representative Barry Moore (R-AL1) has thrown his support behind H.R. 747, the Stop Chinese Fentanyl Act of 2025. The bill aims to curb the flow of synthetic opioids into the United States by targeting Chinese producers and traffickers.
The proposed law would impose strong measures on individuals and companies tied to fentanyl production. Among its provisions are asset freezes, restricted access to U.S. financial systems, and stepped-up powers for American law enforcement and intelligence to disrupt trafficking networks.
Moore spoke forcefully about the stakes. “Every day, American families are being torn apart by fentanyl,” he said in a statement. “It is now the number one killer of young adults in our country, and we know much of it has been flowing here from China and through Biden's wide-open southern border. President Trump has secured our southern border, but Congress must also go after China’s role in flooding our streets with poison. This is a national security issue, a public health issue, and a fight for the future of our kids. Alabama families deserve a government that will stand up to China and stop this crisis at its source.”
The bill’s goals are to:
- Impose sanctions on Chinese entities involved in producing or distributing fentanyl
- Freeze assets of those sanctioned
- Block their access to the U.S. financial system
- Strengthen U.S. agencies’ ability to track and stop fentanyl trafficking
H.R. 747 was introduced on January 28, 2025. The bill has advanced through multiple House committees and was received by the Senate on September 3, 2025. The Congressional Budget Office notes that the Act would amend existing Fentanyl Sanctions laws to designate foreign entities and officials as opioid traffickers.
