Vape Bill Signed By Governor
Drummond’s HB8 becomes Act 2025-403
Alabama Governor Kay Ivey signed HB8 on Wednesday, May 14, creating Act 2025-403.
HB8 was sponsored by State Representative Barbara Drummond (D-Mobile), who has been working on a version of this bill for several years now.
When the bill passed the Alabama Senate on May 6, Rep. Drummond visited the Senate floor to applause and congratulations.
Rep. Drummond posted on Facebook that:
“Governor Kay Ivey has officially signed HB 8, the Youth Vaping legislation, sponsored by me to safeguard the health and welfare of young people. It's now the law, putting the majority of vaping products in 21 & up stores; mandatory education for violators and parents and more importantly, enforcement by ABC.”
HB8 strengthens tobacco product and electronic nicotine delivery systems (ENDS) regulation, lays out licensing requirements for vendors, severely limits tobacco product advertising, requires vape products to be made in the USA, and mandates tobacco education and prevention programs.

"The passage of this legislation is a giant step, safeguarding the health and welfare of Alabama children,” Drummond said. “Though it was changed in the Senate, the legislation means greater enforcement, greater penalties for violators and more importantly, cessation classes to educate students and parents on the detrimental effects and ingredients in vapes."
Act 2025-403 becomes active June 1, 2025.
