Williams Drafts Bill on Pretrial Mugshot Harm
Candidate Keith O. Williams explores limits on public mugshots before conviction, citing harm to jobs, housing, and due process rights
Keith O. Williams, co-founder of the Voters Legal Justice Watch Group and independent candidate for Alabama House District 55, announced he is developing legislation aimed at limiting the public release of mugshots before a person is formally charged or convicted.
Williams said the effort responds to concerns among families and criminal justice advocates about the long-term damage tied to early public exposure, especially in nonviolent cases.
“An accusation should not become a life sentence,” Williams said. “When mugshots are posted publicly before guilt is established, people can lose jobs, housing, benefits, and opportunities, even when cases are later dismissed or resolved without conviction.”
The proposal remains in its early stages but is expected to outline policy options that balance public safety with due process protections. Williams said the framework will be tailored to Alabama law while drawing insight from reforms in other states.
Lawmakers in states such as California and Louisiana have enacted laws addressing similar concerns. Those measures often focus on restricting the commercial use or publication of booking photos, particularly when no conviction follows.

Advocates say the issue has grown more urgent as online records make arrest images widely accessible, sometimes within hours. Families across Alabama report that the fallout can be severe, affecting employment, housing stability, and financial security long before a case reaches court.
Criminal justice reform groups have also raised concerns that the practice may undermine fairness, especially when charges are dropped or never filed.
Williams plans to present the issue during a telephone conference on April 23, 2026, where stakeholders will discuss potential policy approaches. A preliminary legislative framework is expected to follow on April 24.
He said the goal is to open a broader conversation among families, legal experts, and policymakers.
“This is about identifying a growing problem and working toward a solution that protects people’s rights while respecting legitimate public safety concerns,” Williams said.
