Moore Backs Bill Targeting Organized Retail Crime
House passes bipartisan bill to crack down on retail theft networks; Rep. Barry Moore says law gives police stronger tools and tougher penalties
U.S. Representative Barry Moore (R-AL-01) voted this week in support of H.R. 2853, the Combating Organized Retail Crime Act of 2025, a bill he also helped cosponsor. The measure passed the House and would tighten federal action against coordinated theft rings that target stores and supply chains across the country.
The bipartisan legislation is built to improve coordination between federal, State, and local law enforcement. It also raises penalties tied to organized retail crime and expands tools for information sharing. Supporters say the goal is to better track and break up theft networks that move stolen goods across state lines and strain both retailers and consumers.

“Organized retail crime is a coordinated criminal activity that targets American businesses, drives up costs for families, and undermines the integrity of our nation's supply chains," said Rep. Moore. "These groups move stolen goods across jurisdictions and often operate with little fear of being held responsible. I'm proud to see this legislation pass in the House to give law enforcement the tools they need to go after these criminal networks. If you’re going to target American businesses and hardworking families, this legislation ensures there will be real consequences.”
The bill now moves on to the Senate.
