Shepherd Praises Ivey Signing Election Audit Law

Angela Shepherd, candidate for Lee County Commission District 2, is calling the signing of Alabama’s new post-election audit law a long-awaited victory for voters, marking what she describes as years of grassroots work finally reaching the finish line.

On Monday, April 14, Governor Kay Ivey signed House Bill 95 — the Alabama Post-Election Audit Act — into law, requiring routine audits of election results across all 67 counties. The measure is designed to strengthen transparency and reinforce public trust in the State’s election system.

For Shepherd, the founder of Voters for Election Integrity, the moment carried personal weight.

“This is what years of showing up looks like. When I filmed that tabulator video in 2022, I didn’t know where it would lead — but I knew Alabamians deserved to trust their elections. Today, they have a law that gives them the right to see the results verified. That’s a win for every voter in this State,” Shepherd said.

The new law requires each county’s probate judge to oversee a post-election audit following every Statewide and countywide general election. A randomly selected precinct will be reviewed, with findings reported publicly, including any discrepancies and recommendations for improvement. Poll watchers and media will be allowed to observe the process.

State leaders framed the law as a step toward added confidence in Alabama’s election system. Ivey said the measure builds on the State’s existing framework by adding “another layer of transparency” so voters can trust the accuracy of results.

Shepherd’s involvement dates back to 2022, when a video she recorded of a tabulation machine accepting a duplicate ballot gained Statewide attention. The footage helped spark renewed calls for post-election audits and led to continued engagement with lawmakers and grassroots activists.

Over the following years, Shepherd worked alongside legislators and advocacy groups, including helping advance a 2023 Alabama Republican Party resolution supporting audit legislation. That effort, she said, kept the issue alive through multiple legislative sessions.

HB95 was sponsored by State Representative Joe Lovvorn (R-Auburn) and carried in the Senate by Senator Jay Hovey (R-Auburn). The law took effect immediately upon the Governor’s signature.

Shepherd says the same priorities that guided her election integrity work will shape her campaign for Lee County Commission.

“The same values that drove this work — demanding transparency, holding government accountable, and making sure every voice is heard — are exactly what Lee County needs on its Commission. I’m proud of what we accomplished at the State level. Now it’s time to bring that same fight home,” she said.

Shepherd, an Auburn resident, has spent years advocating for election transparency and audit standards across Alabama. She and her husband have also served in full-time ministry for nearly three decades and raised four children in the Auburn area.
