ECHO, AL — The Alabama Public Service Commission oversees rates for electricity, natural gas, and telecommunications—decisions that directly shape what every resident pays to keep the lights on, phones working, homes heated and cooled.

House candidate Stormin' Norman Horton announced his plan to overhaul the Alabama Public Service Commission—putting ratepayers first, not tech giants.

"Alabamians are getting crushed by utility bills while the PSC rubber-stamps sweetheart deals for out-of-state data centers," Horton said. "We need rules that protect our power grid, cap rate hikes, and force every big project to prove it won't jack up costs for families. No more backroom handouts."

This balanced solution to the Status Quo consists of 2 parts:

A) THE PSC STRUCTURE

1) Commissioners elected for one six-year term.

2) President of the Alabama Public Service Commission elected for one 8 year term.

3) PACS contributing to the election campaign of a commissioner must document the trail of money back to the original contributor, regardless of the number of transactions.

4) Salaries will be paid in similar manner as the legislature and capped at the per capita income of Alabamians.

B) REGULATING RATES

1) All rate hearings shall be open to the public, either in person, or electronically, with a public hearing held 60 minutes before the vote,

2) Require full public hearings and cost-benefit reports before approving any data-center hookup.

3) Cap rate increases to no more than inflation.

4) Full transparency: every vote, every dollar, online for all to see.

"This isn't about stopping growth—it's about smart growth. Alabama deserves a PSC that answers to us, not Wall Street," Horton added. "If elected, I'll sponsor the bill myself."

Appointments of commissioner’s sidelines voters. Unlimited re-elections invites dark money. Horton’s bill offers both stability and fairness for all parties involved.

The Status Quo has got to go.
