The integrity of our elections has become a significant issue both nationally and in Alabama. Across the State, teams of concerned citizens have stepped forward to independently examine and verify the accuracy of our voter rolls.

These unpaid volunteers are working in many Counties, and have spent countless hours reviewing voter registration information, analyzing public records, researching voter-roll accuracy, and examining compliance with federal and State laws, including the National Voter Registration Act (NVRA).

According to members of these groups, the goal of this grassroots effort is straightforward: to promote accurate, transparent, and auditable voter rolls and help restore trust and confidence in our elections.  

Tuesday, a group of these citizen activists attended a meeting of the Walker County Commission to present their findings and urge the Commission to take back local control of their elections and secure the integrity of the election process.

The following is a transcript of remarks made to the Commission by Iva Henderson, who spoke for the group. This transcript was provided to ALPolitics by Henderson for publication. Some details have been redacted to maintain privacy.

“Good morning, Chairman Miller and commissioners! Thank you so much for allowing me to make this presentation. My name is Iva Hendon. I am a Walker county voter, and I am here representing a grassroots group of AL citizens concerned about election integrity. We are one of several counties across the State investigating our voting system, with special attention to our  voter rolls.

“Our county teams have worked to identify the problems in our voting system, and also to investigate how that centralized system restricts the ability of our local officials from carrying out their oath of office. More importantly, we want to work together with you to find solutions.

“Our findings support the truth that our voting system is broken for many reasons, the main one being that local control of our elections has been replaced with an out-of-State, sub-contracted, centralized system. Though responsibility is still publicly delegated to our local registrars and probate office, the ability to organize, oversee, and audit our local election process has been slowly stripped from them in the name of progress and in the quest to streamline the system through electronics.

“According to the Code of Alabama, Section 17-3-6. “Registrars are judicial officers and shall act judicially in all matters pertaining to the registration of applicants.” These officials are designated by the Alabama Code (AL Code 17-3-6) to be “Judicial Officers.” They have the legal authority to make judgements as to whether voters are valid to be entered in or removed from our voter rolls.

”Our AL voter lists are centrally controlled by the State of Alabama through a contracted vendor, Elections Systems and Software, ES&S. It is located in Omaha Nebraska and that is where our voter rolls are stored, maintained, and controlled.

“Yet our centralized system forces registrars into non-compliance to State and Federal laws by usurping their judicial authority. The ability to accomplish their oath of office is blocked by restricting their access to our voter rolls. Before Registrars can do any maintenance/or perform any duties on the voter rolls, they must log into the ES&S software maintenance system. This is the registrar’s only access to the voter list. There have been reports that registrars in some counties who removed non-qualified voters, subsequently had those updates reversed by “the system.” 

”County Registrars also lack access to cross-State criminal databases and use of their authority to require primary evidence of citizenship such as birth certificates, or naturalization certificates, resulting in criminals and non-citizens being added to the voter rolls inadvertently. As judicial officers, Registrars should have access to that information and be encouraged to use their authority to demand proof of citizenship. But, our Registrars have become basic data entry workers, and it is not their fault. They are, in most cases, hard working conscientious patriots who are just no longer in control of their responsibilities.  ES&S has control of the State voting records and our county voter rolls.

”The NATIONAL VOTER REGISTRATION ACT (NVRA), delegates these duties to the State. The purpose for NVRA is to protect the integrity of the electoral process; and to ensure that accurate and current voter registration rolls are maintained. 

“Harmeet Dhillon of the Civil Rights division of the DOJ recently said, “It is a crime to knowingly allow non-citizens to vote in federal elections! We have notified all 50 States of these federal election laws, and we will enforce them.”

“As our teams investigated our current voter rolls, for Walker County we found many infractions and organized them into several categories:

  1. Non-Voters, due to death or other reasons, who remain on the rolls for many years, even decades; many are consistently labeled “Active”
  2. People who are convicted as Sexual Offenders
  3. Folks who have been declared mentally incompetent, but remained on the rolls

“And those who have moved out of their precinct, county, or State.

”Our team found many deceased still on our voter rolls. I will read into the record just 2 examples found on the Walker County rolls. I will use partial voter ID numbers to protect identities.

 1) Voter ID# [redacted] Death-2009, was found still on the rolls in 2022, 13 years later, labeled as “Active.” Instead of this deceased voter being removed, she was just relabeled to  “Inactive status” and remained on the rolls in 2025, 16 years after her death.

  2) Voter ID# [redacted] Death-2010-Still found on the rolls 12 years later labeled “Active” and 15 years later, she was still on the 2025 voter rolls, just re-labeled as “Inactive.”  I have many more of the same but don't have time for them today.

“We found cases of sexual offender felons who remain on the rolls, many who have voted since their convictions: Here are just 2 of many examples:  

1) [Name #1], convicted in 19XX-First Degree Sexual Abuse- Victims were [two young children]. This sexual offender registered to vote in 20XX, after his conviction date, voted 10 more times, and stayed in “Active” status on the rolls until 2025 when he died. At that point he was removed!

2) [Name #2], convicted in 19XX-First degree Sexual Abuse-The Victim was a [child]. Recently he was arrested again and charged w/2 counts of violating the Sex Offender Registry and Notification Act. This felon registered to vote in 20XX, after his conviction, remaining “Active” on the rolls through 2025 and voting 4 more times. 

“Also, we found those who should have been removed from the rolls after being declared legally “Mentally Incompetent.”

“These citizens remained on the rolls after the court decisions, with some showing a record of voting after that date. Two of the many examples are: 

    [Name #3] Voter ID# [redacted]

    A petition for guardianship was granted in June of 20XX. The record States, "He is confused, with poor judgement and insight, unable to perform the brief interview for ‘Mental Status’ due to poor cognitive State.”  This legally disqualified citizen voted the following year in the Primary election of May, 20XX and again in the Run-Off election in June, 20XX. He also voted in the General election in November, 20XX.

A petition for guardianship was granted in May of 20XX. A home health nurse reported on record, “It is my medical opinion that she cannot medically care for herself independently and does not have the insight or ability to make decisions for herself.” This legally disqualified person voted 2 years later in the November 20XX General Election.

“Another “fraudulent” category involves people Who Voted Out-of-District: 

“We have the names and ID numbers for all of these voters, but I won’t reveal these four publicly, because they could have committed fraud ignorantly and not with intent.  My goal is to shed light on the failing system, not to embarrass voters, but they all voted from their work, office address, not their primary residence. It is illegal to put an address on your voter registration that is not your primary residence, and it is fraudulent if you vote from that bogus address. This means people are fraudulently voting in small races where a single vote can change the outcome! This should outrage every law-abiding, voting citizen! Just recently, you may remember in Conecuh County, their Sheriff’s race was an example of losing by just 1 vote.

”Other significant issues of concern are Non-Citizens illegally registered to vote and Non-Citizens Fraudulently Voting.

We know that this is prevalent across the nation, but what about in AL and more importantly, in Walker County?

“An AL SOS Press Release in August of 2024 reported finding 3,251 non-citizens on the AL voter rolls.

“In January of 2026, it was reported by the SOS’s office that "186 non-citizens were illegally registered and on the voter rolls in 36 AL counties." A press release also Stated, “The Secretary of State’s Office has confirmed that all 186 removals have been completed.” Incidentally, two of those were illegally registered in Walker county! Secretary of State, Wes Allen, also released that 25 of those 186 did vote in Alabama. Many are asking, “why has only one of these 25 fraudulent voters been indicted?”

“However, only six months later, in July of 2026, a Department of Homeland Security report Stated, “DHS has enabled AL to identify 465 non-citizens who “illegally registered to vote.” Unfortunately, these numbers are not verifiable by citizens or registrars! We have to blindly trust!  But, this inconsistency in numbers being reported, alone, is evidence of a broken system! However, if the 186 were, in fact, removed, the new list of 465 from DHS is “new registrants” added since January, and implies a significant loophole that still allows non-citizens to register to vote: https://www.whitehouse.gov/election-integrity/

”Our system is not working! In January of 2026, it was reported that the District Attorney right next door in Blount County, indicted a non-citizen who voted 9 times in 2017 through 2024.

“In these cases of non-citizens voting, the Grand Jury recommended that the Alabama Code be amended to specifically exclude foreign national driver’s licenses as a valid form of voter ID at the polls. They also recommended a law requiring photo ID  in order to register to vote. 

“However, AL Code Section 31-13-28-(c) lists conflicting requirements for the applicant to prove US citizenship. Even though it is Stated that “evidence of U.S. Citizenship shall be demonstrated by one” of a list of designated documents, the very first document listed, is a driver’s license, which only requires proof of lawful presence in the United States in order to get it! This “lawful presence” is not sufficient to show Citizenship. A “guest worker” with a visa or green card can get a driver license legally but is not a citizen.

“Also, currently established processes at Federal and State level such as obtaining Medicaid, or obtaining a Driver’s License or other Federal or State benefits have been co-mingled with voter registration. If someone is registering for one of these benefits, they are automatically offered voter registration. This process results in excess voter registration applications which is a burdensome responsibility for registrars.These bloated rolls are then vulnerable to being used and manipulated by nefarious domestic and foreign actors, by using hijacked voter names to cast votes.

“Look at this graph done by Dr. Douglas Frank, a mathematician, scientist, and expert on graphing and modeling. (Graphic shown at presentation but not provided to this outlet) This is what he found in Walker County: The dark blue line is voting age adults, 18 and older, in Walker county. It decreases slightly over 20 years. The black line is registered voters. It climbs significantly. The dashed blue line is the same adult population trend, just moved down under the registration line so you can see the extra registered voters. Registration grew a lot faster than the number of adults. The discrepancy is the bloat: about 9,500 more names are on the roll than the population trend can explain; that is about 28% extra.

“The current system is incurring related bloated costs due to: 

  1. required newspaper printing, 
  2. ballot printing (Do we print 10,000 or more each election cycle?),
  3. notification cards mailed every 4 years, and more

“Is this sensible stewardship of taxpayer dollars?

“Are we okay with paying for a centralized voting system that has proven to be vulnerable, hackable, connected to the internet, forensically unauditable, and costly?  Are we in Walker county, ok with being non-compliant to State and Federal Laws and putting ourselves at risk of being prosecuted by the DOJ and Harmeet Dillon?  

“President Trump, in his July 16, 2026 address to the nation, announced the declassification of documents providing evidence that our system is not secure or sustainable. The dogged contention that electronic voter systems are not internet accessible or vulnerable to cyber attacks was laid to rest! Declassified documents show that over 220 million voter names, ages, phone numbers, addresses, etc., have been stolen, and subjected to manipulation, many by foreign countries including People’s Republic of China, Russia, Venezuela, South Korea and others.

“Vulnerabilities of Electronic Check-In or Epoll Books, on Election Day, and Provisional Ballot Inconsistencies, as well as Absentee Ballot Process Violations, are additional, serious areas of concern with our system, but I will discuss those at another public meeting.

Finally, the lack of trust in this broken system that has disenfranchised voters, has undoubtedly contributed to apathy at the polls as citizens refuse to participate in an unreliable process!

“We respectfully bring these findings to you and to the public since it is the County Commissioners’ legal obligation that carries the weight of budgets and the responsibility of allocating monies in the best interest of the taxpayers. Based on our findings, we urge you to consider necessary changes and to bring independent election integrity experts to a work session with our commissioners to discuss ways to reform our voting system and how that could save our county thousands of taxpayer dollars.

“The bottom line is that we must take back control of our voter rolls from the centralized system, ES&S in Nebraska, and return it to Walker County as it used to be.
